SR-89 Emerald Bay Road Safety Audit (RSA)

Project
As part of a project team, ETG assisted Caltrans District 3 with the State Route 89 (SR-89) Emerald Bay Road Safety Audit (RSA) in El Dorado County, California. The study corridor spans 5.5 miles along SR-89 from PM 13.5 to PM 19.0, surrounding the Emerald Bay area.
Our Work
ETG conducted a collision analysis using Caltrans’ 10-year Traffic Accident Surveillance and Analysis System (TASAS) data. Collisions were evaluated by severity, travel mode, primary collision factor, collision type, and environmental conditions, including weather, roadway surface, and lighting. Collision trends were also analyzed by month, day of week, and time of day.
In addition, ETG, as part of the RSA team, conducted a field review of the corridor. Based on the crash history and field observations, both corridor-wide and location-specific countermeasures were identified and evaluated. Feasible improvements were categorized as short-, medium-, or long-term projects.
The RSA team also identified project dependencies, the need for additional study or coordination, and the responsible lead agency or agencies for each recommended improvement. Countermeasures that were considered but determined to be infeasible were also documented in the RSA report.
