The overall Integrated Corridor Management (ICM) project extends for approximately nine (9) miles between the I-880/I-980 interchange in the north and the I-880/Davis Street interchange in the south.

As a member of a project team, ETG assisted the Metropolitan Transportation Commission (MTC) to evaluate the effectiveness of the ICM system by examining the changes caused by the ICM strategy on the I-880 corridor and parallel arterials.

We applied a Before/After analysis approach to evaluate the effectiveness of the ICM system on incident response and the impacts of rerouted traffic to the parallel arterials. “Before” refers to conditions before ICM system activation (or without ICM activation), while “After” refers to conditions during ICM system activation (or with ICM activation).

We developed a Project Evaluation Plan (PEP) which provided details on the project evaluation objectives, performance metrics, data needs, data collection, and analysis methodology.

We then collected and analyzed both “before” and “after” data, conducted the performance assessment, and prepared the final evaluation report.
