Bay Bridge Forward I-580 WB HOV Lane Extension
Project
The project proposed converting a westbound general-purpose (GP) lane to an HOV lane from just east of the I-980/SR-24 interchange to connect with the existing /HOV lane at the toll plaza approach (just west of the MacArthur maze), a distance of approximately 1.7 miles. The objective of the I-580 Westbound HOV Lane Extension Project was to:
• Increase person throughput during peak hours
• Improve travel time reliability to support buses and high-occupancy vehicles
• Encourage mode shift by providing travel time savings for HOVs and transit users

Our Work
As part of a team, ETG provided traffic forecasting and simulation analysis required as part of the PA&ED phase for the Bay Bridge Forward I-580 WB HOV Lane Extension Project.
ETG applied the Alameda CTC Countywide Travel Demand Model to develop traffic forecasts for opening (2025) and design (2045) year peak hour and daily forecasts for the No Build and build conditions. ETG also provided necessary information from model outputs to support subsequent environmental and air quality analyses.
ETG conducted traffic simulation analysis using VISSIM to quantify the impacts of the proposed HOV lane conversion. ETG prepared and finalized the Traffic Operations Analysis Report (TOAR) which included methodologies, existing conditions, travel demand forecasts, traffic operations analysis, summary, and conclusion.
